From the end of 1974 to the beginning of 1975, the Politburo of the Party Central Committee realized that the situation of forces in the South was favorable for the Revolution, so it set out a strategy to completely liberate the South in 1975 and 1976. The Politburo. affirmed that "all 1975 is an opportunity" and clearly defined "if the opportunity comes at the beginning or end of 1975, then immediately completely liberate the South".

The victory of the Central Highlands campaign and the Hue - Da Nang campaign made our troops more determined to complete the strategy to liberate the South as soon as possible. Therefore, the Politburo decided to gather forces, technical and material weapons as quickly as possible before the rainy season and named the campaign Ho Chi Minh campaign.

On April 26, at 5:00 p.m. our troops started the campaign. Five ways our troops quickly broke through the enemy's defenses and entered the center of Saigon, capturing the enemy's headquarters. At 10:45 on April 30, infantry tanks rammed the gate to attack the Independence Palace. President Duong Van Minh, who had just taken office on April 28, had to declare his unconditional surrender. And at 11:30 on April 30, the first flag was planted by soldier Bui Quang Than on the roof of the Palace, signaling the victory of the historic Ho Chi Minh campaign.
